Laborers Funds Administrative Office of Northern California, Inc.
The Laborers Funds Administrative Office of Northern California, Inc. is a
non-profit corporation providing administrative services under contractual arrangements for the Northern California Laborers
Trust Funds.
Incorporated in 1963, the Administrative office initially performed
services for the Health and Welfare, Pension, and Vacation Funds. An agreement to provide services for the Laborers Rock, Sand
and Gravel Pension Fund also commenced in 1963. The principal office of the corporation was originally located at 556 Golden
Gate Avenue in San Francisco, California.
In 1965, the corporation moved its office to 1168 Sutter Street in San
Francisco. The following year the corporation entered into an agreement with the Northern California Cement Masons Funds
Administration, Inc. to provide administrative services.
In 1968, the Training and Retraining Trust Fund was established and
included with the other Laborers Funds for which the company provides services.
In 1975, the corporation entered into an agreement with the Aggregates and
Concrete Association of Northern California, Inc. to provide administrative services.
In 1990, the corporation relocated its principal office to its current
location at 220 Campus Lane, Fairfield, California. Today the corporation employs 82 employees and provides services for over
30,000 participants and beneficiaries in the various employee benefit plans it administers.
Laborers Health and Welfare Trust Fund for Northern California
This Fund was created by a trust agreement between the Associated General
Contractors of California, Inc. and the Northern California District Council of Laborers, affiliated with the Laborers’
International Union of North America, AFL-CIO. Its purpose is to administer contributions required by the provisions of
collective bargaining agreements between the two parties and provide medical and other related benefits in accordance with
benefit schedules and requirements adopted by the Fund’s Board of Trustees.
Since its inception in 1953, the Fund has provided benefits in
excess of $800 million.
Laborers Pension Trust Fund for Northern California
The Fund was created in 1963 by a trust agreement between the Associated
General Contractors of California, Inc. and the Northern California District Council of Laborers, affiliated with the
Laborers’ International Union of North America, AFL-CIO. The purpose of the Fund is to administer the contributions
required by the provisions of collective bargaining agreements between the two parties and provide retirement and other benefits
to laborers in accordance with prescribed benefit schedules and eligibility requirements.
Since its inception, the Fund has provided benefits in excess of $1.2
billion and currently has approximately 8,400 retirees and beneficiaries receiving benefits.
Laborers Vacation-Holiday Trust Fund for Northern California
The Fund was created in 1963 by a trust agreement between the Associated
General Contractors of California, Inc. and the Northern California District Council of Laborers, affiliated with the
Laborers’ International Union of North America, AFL-CIO. The purpose of the Fund is to administer the contributions
required by the provisions of collective bargaining agreements between the two parties and credit employer contributions
received to a vacation account for each participant, based on reported hours for the work year.
Since its inception, the Fund has credited employer contributions to
employee vacation accounts in excess of $775 million.
Laborers Training and Retraining Trust Fund for Northern California
The Trust Fund was created in 1968 by a trust agreement between the
Associated General Contractors of California, Inc. and the Northern California District Council of Laborers, affiliated with the
Laborers’ International Union of North America, AFL-CIO. The purpose of the Fund is to administer the contributions
required by the provisions of collective bargaining agreements between the two parties and conduct a training and apprenticeship
program. These programs educate, train, and retrain persons to perform work covered by the collective bargaining agreements, to
acquire new skills, to upgrade skills, and to develop and acquire the techniques and skills required to meet technological
changes in the construction industry.
In 1966, the Fund began providing training programs at a facility in Santa
Rosa, California. In 1972 the Fund began conducting training programs at a new 500-acre Training Center in San Ramon,
California. Since relocating to the San Ramon site, the Training Center has trained over 22,000 laborers.
